Every driver has car photos (front, side, interior, license plate) and documents: driver's license, insurance, vehicle registration and passenger transport permit. An administrator checks the documents, and each one has an expiry date. Without a complete set, a driver can't take orders.

A driver can refuse only before “Departing”, and only by giving a reason. Refusals lower the rating — so drivers take orders seriously.
